National Disaster Risk Management Fund (NDRMF) is hiring to fill the available job vacancy of Deputy Manager – Disaster Risk Financing at Islamabad.

National Disaster Risk Management Fund (NDRMF) is a government-owned not-for-profit company, established under Section 42 of the Companies Act 2017. It provides grant financing for projects that contribute to enhancing Pakistan's resilience to climate and other natural hazards and to strengthen the governments ability to quickly respond to disasters triggered by natural hazards.

NDRMF requires the services of a vibrant & qualified professional for following Islamabad based position on performance based contract:

• Position Title: Deputy Manager – Disaster Risk Financing
• Duration: Initially for three years, extendable based on performance.
• Location: Islamabad
• Reports to: General Manager (Projects & Operations)

Job Role
The role of the Deputy Manager Disaster Risk Financing (DRF) is critical in effective management and implementation of disaster risk financing strategies and initiatives. Scope of work includes conducting comprehensive assessments of disaster risks, developing and implementing risk financing mechanisms and coordinating with relevant stakeholders to ensure the availability of financial resources for disaster response and recovery by designing and implementing insurance programs, exploring alternative risk transfer mechanisms and managing financial instruments to mitigate the impact of disasters. Additionally, Deputy Manager DRF will be involved in developing and maintaining relationships with financial institutions, donors, and other relevant entities to secure funding for disaster risk financing initiatives. The Deputy Manager DRF should have a strong background in disaster risk management, finance and insurance, along with excellent analytical, strategic planning, and project management skills.

Scope of Work
The Deputy Manager (Projects & Operations), hired full time, will be the focal person responsible to manage portfolio, collate and coordinate all DRF related projects. He will also be responsible for suggesting risk transfer solutions such as insurance.

Detailed Tasks and/or Expected Output
1. Manage portfolio of the DRF related projects of the NDRMF: from conceptualization, to design, partner selection, delivery and evaluation.
2. Lead high?level dialogue on DRF with governments (federal and provincial), strategic partners in the private sector and development partners, and represent the NDRMF in this technical capacity internally and externally.
3. Lead analytical work on reviewing the relevant policies, institutional, and regulatory frameworks. Undertake assessment of economic and fiscal impacts of natural disasters to design ex-ante DRF interventions for the NDRMF to fund – these may include risk transfer solutions such as insurance.
4. Collate and coordinate all DRF related activities (implementation and planned) undertaken by various stakeholders in Pakistan. This includes all development partners, civil society interventions, and private sector products such as disaster insurance.
5. Participate and contribute to the knowledge sharing activities in the DRF sector and contribute specific knowledge, both within and outside Pakistan.

Qualification:

• Master’s degree in economics, finance or any other related discipline.

Experience:
(i) At least 08 years of experience of working in disaster risk management, with some level of exposure to designing financing instruments to reduce the impacts of disasters;
(ii) At least 5 years of managerial experience, heading a team with proven strong leadership and communication skills, and ability to work cross sector and lead inter disciplinary teams;
(iii) Experience in Insurance Industry will be an added advantage.

(vii) Only shortlisted candidates shall be called for test/interview after complete scrutiny of applications. For physical test/Interview, a candidate must be fully vaccinated against Covid-19. No TA/DA shall be admissible for test/ interview. (viii) NDRMF offers competitive remuneration and benefits package. Actual appointment salary will be based on NDRMF’s standards and computation, taking into account the selected individual’s qualifications and experience.
(ix) Candidates already in Government/Semi-government Organization/Autonomous Bodies & Corporations, should apply through proper channel with NOC of the respective department issued on its letter head. Also, if such candidate gets selected, s/he shall be offered the position through contract agreement.
