Job Description:
- A. MEAL Systems Strengthening and Programme Support
- · Support development, implementation and periodic review of MEAL framework for CHD programmes, ensuring alignment with organizational priorities and strategic objectives.
- · Assist in development and refinement of theory of change documents, results frameworks, logframes, performance measurement frameworks (PMFs), indicator reference sheets and other MEAL tools.
- · Ensure that MEAL approaches, methodologies and activities are aligned with donor requirements and organizational standards.

- B. Data Management, HMIS and Digital Information Systems
- · Coordinate the collection, compilation, management, validation, and analysis of programme data from multiple sources to support evidence-based planning and decision-making.
- · Manage and oversee Health Management Information Systems (HMIS) and other digital data platforms, including DHIS2, REDCap, EMRs, and programme databases, ensuring data quality, interoperability and effective integration across systems.
- · Lead routine data quality assurance activities, including data audits, validation exercises, consistency checks, and continuous improvement of data management processes.

- C. Data Analysis, Research and Learning
- · Conduct and support quantitative and qualitative data analysis, operational research, evaluations, assessments, and special studies to generate actionable evidence for programme improvement.
- · Support preparation of high-quality analytical reports, dashboards, presentations and data products for internal management, donors, government counterparts, and other stakeholders.
- · Document and disseminate best practices, lessons learned, innovations, and success stories, promoting organizational learning and adaptive programme management.

- D. Artificial Intelligence and Digital Innovation
- · Promote and support integration of Artificial Intelligence (AI) technologies and digital innovations to improve data collection, data quality assurance, automated analysis, visualization, predictive analytics and knowledge management.
- · Identify, pilot, and institutionalize AI-enabled tools and workflows that enhance MEL and operational efficiency while ensuring compliance with organizational data governance, ethical standards and data protection requirements.

- E. Capacity Building, Coordination and Stakeholder Engagement
- · Support Senior Manager, MEAL in building capacity of staff and implementing partners on MEAL concepts, methodologies, digital information systems, and data use for decision-making.
- · Liaise and coordinate with government agencies, donors, implementing partners, and other stakeholders to strengthen collaboration and ensure alignment of MEAL activities with broader health sector priorities.

- F. Reporting, Compliance and Quality Assurance
- · Support preparation of donor reports, programme performance reports and other periodic reporting products in accordance with organizational and partner requirements.
- · Ensure compliance with organizational MEAL standards, guidelines and data governance policies, and conduct regular reviews of MEAL systems and processes to identify opportunities for improvement.
- · Undertake regular field visits to project sites to monitor implementation progress, verify data quality, and provide technical support to programme teams.
- · Perform any other duties assigned by the Senior Manager, MEAL.
