Eligibility / Qualification Required:
PowerChina HDEC is seeking a detail-oriented and experienced Process Engineer to join our Dubai office, supporting large-scale EPC sewage water treatment projects.
Relocation to Dubai, UAE residency visa and medical insurance will be provided to successful candidates.
Main responsibilities include, but are not limited to:
• Participate in pre-bid meetings, site inspections, and client consultations to capture critical project data, design constraints, and effluent quality and reuse requirements.
• Review tender documents, guide/ prepare RFIs and technical clarifications, and conduct risk assessments to identify execution challenges and define mitigation strategies across bid and project stages.
• Guide/ Develop and maintain PFDs and P&IDs with precise mass and energy balances and control descriptions across all treatment stages — including primary clarification, activated sludge, anaerobic digestion, and biogas processing.
• Guide/ Develop and refine Process Flow Diagrams (PFDs) and Piping and Instrumentation Diagrams (P&IDs), ensuring precise mass and energy balances, control description across all treatment stages—including primary clarification, activated sludge, anaerobic digestion, and biogas processing.
• Size and specify process equipment for primary, secondary, and tertiary treatment phases, sludge dewatering, and biogas handling systems — including power and chemical consumption estimation to meet discharge and reuse standards.
• Ensure all process designs comply with international best practices and local authority standards (HI, ASME, AWWA, ISO, IFC, DEWA, ADDC, SEC), including hazardous area, safety, and emissions regulations.
• Supporting/ leading Evaluation of vendor proposals, technical drawings, and equipment specifications — providing process inputs for layout, general arrangement drawings, and recommendations to Procurement and Project Management teams.
• Collaborate with engineering, project management, commissioning, and supply chain teams; participate in HAZID/HAZOP reviews and incorporate all safety recommendations into the design.
Requirements:
• Bachelor's or Master's Degree in Chemical / Environmental Engineering (or equivalent)
• Minimum of 10 years of relevant engineering execution experience.
• Experience delivering studies, feasibility, concept designs and detail design in waste water treatment solutions in the municipal sector or industrial sector, such as primary treatments, secondary treatments, tertiary treatments (filtration, clarification, chemical dosing, P removal, ASP, MBBR, MBR, and other advanced biological treatments).
• The ability to prepare and/or review comprehensive process design package deliverables, including technical specifications, design calculations, engineering reports, equipment datasheets, process control philosophies, P&IDs, mass balance diagrams, and related documentation.
• Expertise in process design software (such as GPS-X, BioWin) to simulate biological nutrient removal (BNR) and plant performance under varying load conditions for optimisation.
• Proven expertise in developing and reviewing the comprehensive Hydraulic Grade Lines (HGL) to ensure seamless gravity-driven flow across primary, secondary, and tertiary treatment stages, with a focus on optimising the energy consumption & CAPEX.
• Ability to travel and visit operational works and construction sites as required, and to assess existing and new process performance.
• Strong project integration skills, including cost estimation, vendor evaluation, and stakeholder coordination, with the ability to communicate complex technical issues clearly and resolve challenges decisively under project pressure.
• Ability to prepare and evaluate technical proposals, RFPs, BOQs, specifications, and tender documents for electrical and instrumentation systems.
• Excellent technical writing and documentation skills for preparing engineering reports, compliance statements, and design justifications.
• Experience in AutoCAD, reviewing on 3D tool, MS Office applications (or equivalent) such as Word, Excel, and PowerPoint.
