Description:
Services of Senior Manager MEAL are required at Monitoring and Evaluation Accountability and Learning department of Community Health Directorate (CHD). The job details are:
Develop overall M&E Framework To update and ensure proper functioning of project M&E plans to track activities and processes according to approved procedures and work plan:
• To Supervise the development and updating of the M&E Plan as and when required.
• To facilitate the updating of the recording, reporting, supervision and monitoring tools, forms, formats, etc. in participatory manner.
• To assist in finalizing all the tools in accordance with quality assurance, organizational, project and national needs and requirements.
• To identify program strengths for replicating good practices in other geographical and thematic areas.
• To identify gaps to provide technical assistance for improvements and necessary modifications.
• To facilitate in development of on-site data verification/quality assessment methods.
To highlight project achievements and represent the organization and related activities:
• To participate in different forums as and when required as trainer, facilitator, presenter, etc.
• To prepare and review other reports to meet different deadlines and project requirements.
• To support partners in providing updated information of project progress;
To develop quality programming through providing evidence-based strategic and quality assurance directions:
• To review and finalize research proposals, reports and fact sheets.
• To facilitate the processes of digitization of data, analysis based on reports, generation of MIS reports, etc.
• To incorporate into systems the tools and infrastructures required to aid in data quality assurance/cross-checks, MIS reporting and intensified field level supervision and monitoring.
• To technically backstop M&E Officers in managing, performing and prioritizing MEAL tasks.
• To identify capacity building events for M&E staff members for system strengthening and sharing of learning.
• To facilitate dissemination of field visit findings through outlined mechanisms ;
To ensure quality and compliance of program deliverables:
• To facilitate in developing Minimum Standards and Standard Processes for all key program interventions to strengthen Compliance and Quality aspects of programs.
• To develop standard format/s for monitoring reports which essentially includes reporting on Minimum Standards and Standard Processes, beneficiaries’/communities’ feedback and Action Plan (to be agreed after debrief session with relevant program staffs);
To establish Accountability to Beneficiaries Mechanism:
• To develop and scale up Accountability to Beneficiaries mechanisms which facilitate beneficiaries/communities to register timely complaints and feedback.
• To manage Complaint and Response Mechanism (CRM) and consolidate Complaint Databases from all field offices, provide a brief analysis of complaints and convert that into Learning for program improvement.
• To become part of investigation committee (if asked by management) to deal with complaints of serious nature;
To translate program learning into action:
• To organize learning events and workshops for program units to document lessons learnt, good practices and areas of improvement;
Any other tasks given by line manager
Qualification:
• Master’s Degree in Social Sciences/Management Sciences/ MPH
Experience:
• At least 12 years of relevant experience in development health sector out of which 5 years in Managerial capacity
