Description:

Pak-Arab Refinery Company (PARCO) has announced job vacancy of Head of Maintenance - Refinery Division.

The job responsibilities of Head of Maintenance - Refinery Division at Pak-Arab Refinery Company (PARCO) are:
• Individual will be responsible for management of overall Maintenance (Mechanical, Instrumentation & Automation, Electrical) and Engineering Services of Refinery Division while upholding all HSE standards to improve overall business function, resolve Refinery bottlenecks and developing strategic plans.
• Close liaison with operations team to ensure safe and smooth plant operation as per design capacity.  
• Provide strategic guidelines in line with annual and 5 Years business plan outlining major deliverables and schedules.
• Liaison with external agencies, utility companies, regulatory bodies, consultants, contractors, and service providers to ensure fulfilment of requirements and management of resources.
• Ensure enforcement of Management System and CMMS / SAP for improvement in maintenance activities.
• Review Job Plans to ascertain timelines while reducing maintenance costs and equipment downtime.
• Enhance reliability of Refinery Division by implementing best in class solutions and effective resource management.
• Ensure implementation of effective control measures to mitigate observations of risk register.
• Lead Shutdown and Turnaround maintenance activities.
• Contribute towards the achievement of overall Refinery objectives by delivering efficiency in capital projects, modification packages and maintenance activities.
• Accountable to create a safe working environment, manage risks, reduce exposure to hazardous liability and ensure 100% implementation of QHSE policy and HSE Assurance Plan.
• Ensure development of annual Maintenance budget for the Plant and monitor actual financial performance versus budgeted.
• Oversee preparation and rationalization of capex and revenue budgets for all respective departments based on agreed timelines.
• Foster a performance-based culture by implementation of Performance Management System of the Company for their team.
• Develop and upskill the team on modern plant maintenance and overhauling techniques to minimize corrective maintenance.  
• Develop a culture of open communication, employee empowerment at all tiers of their organization.
• Develop resources for indigenization and in-house execution.

Location: 
• Mid Country Refinery, Mahmood Kot

Qualification:

• Bachelor of Engineering (BE)
• Candidate should possess an Engineering Degree, preferably in Mechanical discipline from a reputed institute.
• Additional relevant qualification in the fields of diversified Maintenance and Project Management will be preferred.

Experience:
• 20 - 25 years
• Minimum 20 years of proven engineering management experience in Refinery / Fertilizer / Petrochemical Industry with at least 7 years of experience in a Leadership position.
• Looking after Mechanical, Engineering Services, Instrumentation & Automation and Electrical.

Eligibility Criteria for Internal Applications for Head of Maintenance - Refinery Division at PARCO:

• Must be a permanent employee of PARCO (or subsidiary company) for at least a year.
• Must intimate Line Manager formally through email before application. 
• Shortlisted candidates must share intimation email with Talent Acquisition before interview scheduling.
• Must have a meet expectations rating or above in previous PMP cycle.
• Can apply for positions at same grade or 1 grade higher than their current grade.
