Description:

Pak-Arab Refinery Company (PARCO) has announced job vacancy of Head of Operations - Refinery Division.

The job responsibilities of Head of Operations - Refinery Division at Pak-Arab Refinery Company (PARCO) are:
• Individual will be responsible for management of overall Operations of Refinery Division (Process Units, Utilities & Oil Movement) with 100% HSE compliance, aimed at production of petroleum products as per set quality standards meeting production targets, profitability, and regional competitiveness.
• Achieve short and long-term refinery operations goals set by the Company.
• Manage the team to ensure that operating parameters are optimized at all times.
• Ensure that process units are working within operating window and specified limits.
• Manage the team to ensure that equipment is operated and maintained in a reliable and efficient manner, based on monitoring of plant.
• Ensure that standard operating procedures (SOPs) are reviewed & updated regularly.
• Coordinate with Marketing & Commercial about crude oil and products inventory management.
• Develop Capital and Revenue budgets and carry out periodic monitoring on monthly variance to remain on target.
• Provide necessary assistance during planning & execution of any new project.
• Oversees pre-commissioning, commissioning, and start-up of new units.
• Ensure that Turnaround and Shutdown activities/startup/handover are effectively planned, and team is proactively prepared for plant emergencies.
• Ensure availability of the chemical and catalyst inventories for sustainable operations of the plant.
• Monitor trends of key indicators of plant performance and ensure higher availability of the plant.
• Oversee weekly crude receipt, dispatch planning, and strive to optimize production mix and inventory at system level.
• Optimize plant parameters to increase value added products.
• Collaboration with technical consultants, auditors, industry experts at national & international level and plant manufacturers to keep the plant abreast of emerging technologies and best practices at global level.
• Oversee preparation and rationalization of capex and revenue budgets for all respective departments based on agreed timelines.
• Accountable to create a safe working environment, manage risks, reduce exposure to hazardous liability and ensure 100% implementation of QHSE policy and HSE Assurance Plan.
• Comply with all QA/QC and HSE standards, (IMS/QMS documents) as applicable to the company systems, policies, procedures, and in line with local and international standards.
• Foster performance-based culture by implementation of Performance Management System of the Company for their team.
• Develop and upskill the team for operational excellence.
• Develop a culture of open communication, employee empowerment at all tiers of their organization.

Location: Mid Country Refinery, Mahmood Kot.
 

Qualification:

• Bachelor of Engineering (Chemical)
• Candidate should possess Engineering Degree in Chemical discipline from a reputed institute. Additional relevant qualification in the fields of Operations and HSE will be preferred.

Experience:
• Minimum 20 years of operations experience in Refinery / Fertilizer / Petrochemical Industry with at least 7 years of experience in a Leadership position.

Eligibility Criteria for Internal Applications from PARCO employees for the job of Head of Operations - Refinery Division at PARCO:

• Must be a permanent employee of PARCO (or subsidiary company) for at least a year.
• Must intimate Line Manager formally through email before application. 
• Shortlisted candidates must share intimation email with Talent Acquisition before interview scheduling.
• Must have a meet expectations rating or above in previous PMP cycle.
• Can apply for positions at same grade or 1 grade higher than their current grade.
