State Bank of Pakistan (SBP), the Central Bank, is looking for talented and energetic candidates for the `Application Administrator (OG-4)` in Digital Innovation & Settlements Department (DISD), based in Karachi.

Job Responsibilities of `Application Administrator (OG-4)` at SBP, Karachi
Key responsibilities of the incumbent will include, but not limited to, the following:
• Manage, maintain and optimize the core business application and collaborate effectively with cross-functional teams for smooth operations of business application.

• Perform configuration monitoring and proactively review statistics for errors, capacity and performance issues of production and other environments.

• Monitor and analyse system performance, perform system tuning, patches implementation & their testing, stress testing, application testing, system integration during product life cycle.

• Configure and upgrade software applications, identify and resolve technical/operational issues in a timely manner to minimize downtime and disruptions.

• Analyse application performance, identify bottlenecks and ensure reliability, and overall user experience.

• Maintain complete record of change request documentation by collaborating with vendor and other stake holders.

• Keep record of all software changes and maintain software library.

• Maintain accurate and up-to-date system documentation related to application, configurations, troubleshooting steps, and user guides for reference and knowledge sharing.

• Ensure synchronization of Production, Staging and testing environment for Business Application.

• Collaborate with the Business Continuity Planning (BCP) team and ensure that proactive measures have been taken for 24/7 availability of systems.

• Collaborate with the IT team and external vendors to troubleshoot and resolve application-related problems for optimum performance of the system.

• Oversee the application's integration with other systems, ensuring seamless data exchange and interoperability.

• Identify potential risks and areas for improvement in the application's performance and reliability, and propose appropriate solutions.

• Conduct training sessions for new users and provide ongoing training opportunities to promote efficient and effective application usage.

• Keep license record of all associated products and ensure timely renew of licenses. Monitor & analyse system performance, perform system tuning, patches implementation & their testing, stress testing, application testing, system integration during product life cycle.

Compensation:
• Competitive compensation package, as per State Bank rules.

Qualification:

Master’s or Bachelor’s degree (with a minimum of 16 years of education) in Engineering (Computer, Software, Systems, Telecommunication or similar discipline), Mathematics, Statistics, or Business Administration from an HEC recognized university or a reputable foreign university.

Candidates having relevant certifications and experience in the area of digital financial services will be preferred.

Age:
• Maximum 38 years, as on the date of advertisement. Relaxation may be allowed in case of additional relevant experience and certifications.

Experience:
Minimum 10 years of post-qualification working experience in application administration and maintenance of enterprise-level software applications (preferably in payments system and / or alternate delivery channels) with at least 3 years in middle management position.

• Good command on Linux & Windows Operating systems with hands of experience on Oracle database operations, SQL and data storage.
• In-depth understanding of application development process its life cycle, trouble shooting, system integration and strong documentation skills.
• Familiarity with security protocols, data protection, access controls and user access management on large applications.
• Experience in database security principles, backup/recovery procedures.
• Strong technical proficiency in REST APIs and their integration.
• Proficiency in programming languages i.e. Python, Java, JavaScript.
• Familiarity with payment messaging standards, such as ISO 20022, ISO8583
• Experience with instant payment systems is a significant advantage.
• Excellent analytical and writing skills from both business and technology side would also be an advantage.

    About State Bank of Pakistan (SBP)

    The State Bank of Pakistan (SBP) is incorporated under the State Bank of Pakistan Act, 1956, which gives the Bank the authority to function as the central bank of the country. The SBP Act mandates the Bank to regulate the monetary and credit system of Pakistan and to foster its growth in the best national interest with a view to securing monetary stability and fuller utilization of the country’s productive resources.

    Subsidiaries of the SBP
    The SBP holds “three” fully owned subsidiaries to augment its functions. These are:

    SBP-Banking Services Corporation (SBP-BSC)
    Established under the SBP-BSC Ordinance 2001, SBP-BSC supports SBP in performing functions such as handling of currency and credit management, facilitating the inter-bank settlement system, and sale/purchase of savings instruments of the Government on behalf of Central Directorate of National Savings. SBP-BSC also collects revenue and makes payments for and on behalf of the Government. It also carries out operational work relating to development finance, management of public debt, foreign exchange operations and export refinance. The Board of Directors of SBP-BSC, chaired by the Governor SBP, comprises of all members of the Central Board of SBP and the Managing Director of SBP-BSC.

    SBP-BSC consists of 16 field offices in Pakistan with the head office in Karachi.

    National Institute of Banking and Finance (NIBAF)
    NIBAF is the training arm of SBP, providing executive development trainings to new inductees and various levels of SBP employees. The subsidiary also conducts international courses on central and commercial banking in collaboration with the federal Government. Furthermore, NIBAF offers training to SBP-BSC and other financial institutions. NIBAF is incorporated under Companies Ordinance, 1984 and has a separate Board of Directors.

    NIBAF is located in Islamabad with an office in Karachi.

    Deposit Protection Corporation (DPC)
    Deposit Protection Corporation (DPC) has been established as a wholly owned subsidiary of SBP under the DPC Act 2016. Upon commencement, this entity will be responsible to provide protection of deposits of member financial institutions operating in Pakistan. The objective of DPC is to compensate the depositors to the extent of protected deposits in the event of failure of a member Financial Institution. The limit of protected deposits shall be determined by DPC and will be announced in due course.
    For the purpose of protecting depositors of Islamic Banks and branches, a separate Shariah compliant mechanism of deposit protection shall be put in place.
