Description:

The Finance Department, Government of the Punjab, has received financing from the World Bank towards the cost of the Punjab Resource Improvement & Digital Effectiveness Program. The main objective of the Program is "to increase Own Source Revenue and improve reliability of resource allocations and access to digital services for people and firms in the province of Punjab". The expected results of the Program correspond with the Government's expenditure framework across three Result Areas which are
• strengthened budget formulation and fiscal risk management,
• increased use of digital technology for delivery of selected public services, and
• improved collection of own source revenue.

The Finance Department has established Public Financial Management unit (PFMLJ) to implement & coordinate program activities. The Finance Department intends to apply part of the loan proceeds for hiring consulting services. The consulting services ("the Services") include Individual Consultants / Sector Specialists for PFMIJ in the following area.

Selection Method:
The consultants will be selected in accordance with the Individual Consultant Selection Method as set out in the World Bank's "Procurement Regulations for IPF Borrowers" July 2016, revised November 2017 and August 2018.

Qualification:

• Minimum 16 years education in Economics / Econometrics / Mathematics / Statistics or any other relevant degree from a reputed Foreign University or a HEC recognized institution
• Post qualification relevant professional experience of 08 years in public / private organizations. Should possess expert Knowledge about Economics Statistics and Accounting Principles. Must also be an expert In practicing financial markets, analyzing banking reports and economic forecasting.
• Must possess knowledge and experience of various econometric and forecasting models
• Must possess effective mathematical skills and expert knowledge of various statistical tools such as Stata, etc.
