The job responsibilities of Management Executive Procurement (Foreign Procurement) at Pak-Arab Refinery Company (PARCO) are:
Pak-Arab Refinery Limited (PARCO), an integrated energy conglomerate, is a Joint Venture between Pakistan and Emirate of Abu Dhabi. PARCO owns and operates Pakistan’s most modern refinery, over 2,000 kms of pipeline network, strategic storage facilities and marketing operations. The Company has Joint Ventures with renowned international companies and is continually following an aggressive growth strategy with planned expansions, acquisitions, and penetration into new markets.

Pak-Arab Refinery Limited (PARCO) is seeking applications for the position of Management Executive Procurement (Foreign Procurement). 
 
Responsibilities:
•    Manage the import and export of goods, ensure compliance with all local, state, and federal regulations related to international business, as well as coordinate with customs and carriers to ensure efficient transit of goods.
·        Develop and execute sourcing strategies for procurement of Machinery, Equipment, Spares and Chemicals from local and foreign vendors.
·        Conduct bidding, evaluation, and timely award of orders to suppliers.
·        Negotiate best commercial terms with suppliers.
·        Lead supplier pre-qualifications and internal stakeholder approvals for new suppliers.
·        Expedite delivery of orders as per End-User requirements and contractual terms.
·        Manage issuance of L/Cs and follow-up on payments between Finance and Suppliers.
·        Coordinate logistics with Company’s Imports and Customs Clearance Team.
·        Initiate and coordinate vendor pre-qualifications to enrich the Pre-qualified Vendor pool.
·        Identify alternate supply channels against category spend.
·        Performance evaluation of suppliers.
·        Proactive coordination with Finance (to ensure timely placement of banking instruments (L/Cs etc.) and Logistics (for Customs Clearances).

Qualification:

• Bachelor’s degree (4 years) in Engineering or Supply Chain Management from an HEC recognized institution.
• Excellent sourcing, planning and negotiation skills to ensure timely award of Purchase Orders.  
• Hands-on experience in working on SAP S4 HANA and SAP Ariba. 
• Strong communication, analytical and problem-solving skills.
• Bachelor of Engineering (BE) / BS (Supply Chain)

Experience:
• Up to 8 years of experience in Supply Chain (foreign procurement of engineering spares), with demonstrated proficiency in utilizing the SAP system. 
• 1 - 8 years

Internal Eligibility Criteria:
• Must be a permanent employee of Parco (or subsidiary company) for at least a year.
• Must intimate Line Manager before applying. 
• Must have a meet expectations rating or above in previous PMP cycle.
• Can apply for positions at same grade or 1 grade higher than their current grade.
