Applications are invited for the post of Accounts Officer at National University of Sciences & Technology (NUST).
Department: Finance Dte
Institute: University Main Office (UMO)
Age Limit: 25 - 45 years
Salary: 220000
Key Responsibilities:
To manage accounts related functions.
Budget
a. Preparation of recurring and development annual financial budget.
b. Ensuring allocation of budget has been recorded in correct head of account in software.
c. Identifying projected self-generated revenue and advising its appropriate allocation in recurring budget heads.
d. Requesting budget releases as per defined format and with due diligence.
e. Initiating minute sheets for re-appropriation of budget as per prescribed format
f. To monitor budget utilization and ensure it remains within the School/College’s allocated budget.
g. Ensure that the receipt and expenditure statements of the allocated budget are maintained in the prescribed format.
Revenue Assurance
a. To maintain close liaison with Fee Section to keep track of students' fee from invoicing (including review of invoices before issuance) to complete recovery.
b. To ensure that lists of repeat courses, additional courses are timely sent to Fee Section for issuance of invoices and to timely forward the requisite details of Academically withdrawn students to Fee Section for a refund of extra paid fee.
c. To keep the head of institute updated on Fee matters i.e., brief summary to be shared with head of institute on regular basis with info to Fin Dte (Snr Mgr Fee).
d. To manage the interim clearance of dues at institute level for issuance of original documents, scheduling thesis defense etc.
e. To ensure recovery of shop rentals within due dates as per agreement.
Expenditure Assurance
a. Ensuring expenditure, transfer of funds etc. are made after the approval of the competent authority as per NUST Statutes and Delegation of Powers by Rector.
b. Ensuring all payments are made as per prevailing NUST rules and regulations and law of land.
c. Ensuring copies of cheques are attached with payment vouchers.
Audit Assurance
a. Ensuring all financial transactions are duly pre-audited from Internal Audit Dte. as per NUST Statutes before signing of cheques.
b. Responding to any queries, in time with clarity.
c. Forwarding minute sheets where there is a need to have an opinion of Internal Audit.
d. Responding queries to statutory audit in time.
e. Extending assistance and records to internal audit team.
TA/DA
a. Preparing financial effect of TA FA for foreign travel.
b. Disbursement of TA DA against local travel after due scrutiny and as per government regulations.
B ookkeeping
a. Review of critically daily receipt and payment vouchers before posting into system to ensure minimum request to edits to Finance HO.
b. Preparation of monthly closing schedules for assets and liabilities.
c. To ensure timely transfer of Finance HO share in lab income as per policy.
Fixed Assets Management
a. Recording assets in software as per directive on assets capitalization policy.
b. Ensuring asset tags are generated and affixed to respective assets.
c. Reconciling assets register (maintained in software) with the general ledger.
d. Ensuring the assets register is properly maintained.
e. Performing physical checks of assets once in three months and report findings to Principal and FR section.
Project Management
a. Maintain all project files, accounting records of any project funded by third parties that may include HEC/Industry/Government etc.
b. To ensure agreement/MoU has been vetted as per HR directive.
c. To ensure expenditure within budgetary allocations and align with project agreement and scope.
d. To ensure submission of correct Funds Utilization Report with donor agency.
Banks
a. Preparation of account opening documents, minute sheets for approval.
b. Checking of monthly bank reconciliation statements.
c. To close redundant bank accounts, in time.
d. To assist in account opening of a foreign national in banks with in NUST H 12 campus.
e. To review bank statements for any tax deductions on profits.
f. To ensure safe placements of cheque books.
g. To ensure all unused cheques are crossed, marked with ‘A/Cs Payee only’
h. To ensure timely reversal of stale cheques (a cheque that is outstanding for more than six months).
Tax Compliance
a. To ensure taxes are withheld from vendor payments as per prevailing tax rules.
b. To ensure obtaining valid evidence (goods declaration note, undertaking on letter head etc.) in case of non-deduction of tax.
c. To deposit withheld tax into government treasury in time as prescribed under tax rules.
d. To provide tax deduction certificates to vendors on request.
e. To obtain valid income tax exemptions from Finance HO in time.
f. To send honorarium, remuneration from project funds etc. of faculty to Finance HO for inclusion in main payroll for tax on salary compliance.
Petty Cash
a. To manage petty cash as custodian considering the Petty Cash Policy (already circulated).
Student Research Funds
a. To keep accurate student wise proper records of research funds and its payment in accordance with SOP.
b. To ensure avoidance of duplicate and excess payments to students.
Procurement
a. Being a member of Local Procurement Committee (LPC), to ensure compliance with prevailing procurement rules as prescribed under PPRA and NUST regulations.
Reporting
a. Recording of transactions on or before by 5th of the following month in software. After closing date, software will be locked.
b. Sending monthly bank reconciliation statements to Financial Reporting section for review by 5th of the following month.
c. Preparing periodic (monthly etc.) receipt and payment account.
d. Compiling and sending annual bank statements to Finance HO for audit.
Software
a. Responsible to make clearance of students on QALAM.
b. Posting of receipt and payments vouchers in accounting software.
c. To ensure secrecy of software user IDs and passwords.
d. To inform about updates required on a timely basis.
Annual Appraisals
a. To fill in annual appraisals’ forms of dependent staff.
Others
a. Any other task assigned by the principal and advise him regarding financial matters.
b. Administrative supervision of accounts staff.
c. Approve/scrutinize invoices along with minute sheets, and responsible for all payments.
d. House hiring and medical cases.
To train staff about latest developments.

General Conditions:

Candidates may be considered ineligible for the post due to any of the following reasons:
- 3rd Div in academic career / weak academic profile.
- NUST employees with less than one year of service with NUST and / or absence of NOC from Head of Institution.
- In process of pursuing a required degree.
- Medically unfit.
- Only selected candidates will be contacted and issued offer letter.
- Candidates serving in Govt departments, Armed forces may apply through their respective parent department / organizations.
